City Council and the North Country Arts Council held a ceremony turning on the fountain's water and honoring artist Jeff Rule.

Mayor Jeff Graham presented Rule with a citizenship award and a City of Watertown Coin for his work and time spent transforming the blue fountain into a work of art.

Mr. Rule, owner of Inkwell Graphix, has worked diligently for the past several weeks to complete the chosen design for the fountain located at the intersection of Arsenal and Court Street.

13 other artists from the North Country submitted designs for the repainting of the Lachenauer Plaza Fountain in a design competition held by the North Country Arts Council.
